The Grand Forks City Council approved an employment agreement Monday for the new city administrator, Todd Feland, who has served as the city’s public works director since 2000.

The agreement includes a salary bump from $127,000 to $141,000. Feland’s duties as administrator begin Tuesday.

A request from the police department to purchase two $10,000 night vision weapon scopes using grant money also was approved by the council. The scopes will be used by the Grand Forks Regional SWAT Team.
